Essentially it's a planetoid that is strip mined by Sentinels (or construction robots) for resources to make the Halo rings. A Halo ring is 10,000km in diameter, whereas High Charity is estimated to be about 348km in diameter. That’s not High Charity, it’s the core of the Ark.
